The services required will enable the agency to supplement its existing ICT and digital workforce to ensure a high quality of technology and digital development for the Buyer with the flexibility to ramp resourcing up and down as needs require. Engaging a flexible ICT workforce will enable the Buyer to augment its requirements for the major work programs being undertaken.

Data Engineers prepare raw data for analytical or operational uses. They make data accessible so that it can be used for optimisation, delivery of services and enhanced analytics solutions. 

The Microsoft Senior Technical Engineer undertakes technical landscape design, installation, configuration, deployment, technical security and operation of ICT components and databases.

The Senior Technical Engineer works under the limited direction of senior staff. They exercise both initiative and judgement in the interpretation of policy, and in the application of practices and procedures. Decision making is dependent on judgement, skills, and knowledge.

The Senior Technical Engineer manages and organises their own work in the context of competing priorities, including contributing to business planning, changes in workplace practices and business improvement strategies.

Key duties and responsibilities

•    Maintain and support the agency and partner agencies Microsoft environment end to end.
•    Provide technical leadership and share expertise as the Subject Matter Expert.
•    Design and develop solutions to support the agency’s Microsoft environment.
•    Oversee the regular maintenance of patches and support packages for all technical layers.

Essential Criteria

  • Technical Skills: Experience working in a large scale and complex Enterprise level environment in the End User Platform technology stack. Knowledge in one or more of: End user devices, Microsoft landscape, Desktop and Server SOE, Active Directory, SCCM and Group Policy, Applications packaging and integration, Exchange, Skype and SharePoint, SQL Server, M365, Azure and Azure Active Directory, Automation and Enterprise Management, Integrated and automated Identity and Access Control and Asset management.
  • Business intelligence: Level 3 (SFIA) Sources and prepares data for analysis and performs standard business intelligence analysis activities. Creates and delivers standard reports in accordance with stakeholder needs and conforming to agreed standards. Investigates the need for new or revised business intelligence analysis. Contributes to the recommendation of improvements. Engages with stakeholders under direction.
  • Data access: Level 1 (DCF) Can use the range of available options to access common data sources
  • Data editing: Level 2 (DCF) Has a comprehensive knowledge of the different editing methods at their disposal Understands why different methods are used and can describe the limitations of each method Knows where to find expert advice about data editing as required
  • Data engineering: Level 5 (SFIA) Plans and drives the development of data engineering solutions ensuring that solutions balance functional and non-functional requirements. Monitors application of data standards and architectures including security and compliance. Contributes to organisational policies, standards, and guidelines for data engineering.
  • Data integrity and quality assurance: Level 2 (DCF) Can describe and produce data quality measures for the outputs they produce Has a comprehensive knowledge of relevant data quality measures and can use them to make accurate assessments of data fitness-for purpose (including trustworthiness and accuracy) Has a comprehensive understanding of relevant data integrity principles and practices, and uses them to maintain the integrity of organisational data
  • Data management: Level 5 (SFIA) Devises and implements master data management processes. Derives data management structures and metadata to support consistency of information retrieval, combination, analysis, pattern recognition and interpretation, throughout the organisation. Plans effective data storage, sharing and publishing within the organisation. Independently validates external information from multiple sources. Assesses issues that might prevent the organisation from making maximum use of its information assets. Provides expert advice and guidance to enable the organisation to get maximum value from its data assets.
  • Data modelling and design: Level 4 (SFIA) Investigates enterprise data requirements where there is some complexity and ambiguity. Plans own data modelling and design activities, selecting appropriate techniques and the correct level of detail for meeting assigned objectives. Provides advice and guidance to others using the data structures and associated components.
  • Data use and re-use: Level 2 (DCF) Understands and can articulate the value of data in terms of use and re-use Implements a variety of techniques to ensure data is open and can be used beyond the specific purpose for which it was collected, in accordance with legislative requirements and organisational guidelines (includes data sharing legislation)
  • Data visualisation: Level 4 (SFIA) Applies a variety of visualisation techniques and designs the content and appearance of data visuals. Operationalises and automates activities for efficient and timely production of data visuals. Selects appropriate visualisation approaches from a range of applicable options. Contributes to exploration and experimentation in data visualisation.
  • Database design: Level 4 (SFIA) Implements physical database designs to support transactional data requirements for performance and availability. Develops and maintains specialist knowledge of database and data warehouse concepts, design principles, architectures, software and facilities. Assesses proposed changes to object/data structures and evaluates alternative options. Implements data warehouse designs that support demands for business intelligence and data analytics.
  • Improvement and Innovation – Data processes/systems and tools/products: Level 2 (DCF) Can identify deficiencies in current processes/systems and tools/ products, gain the required approval to make changes, and lead the implementation of those changes Can identify and harness opportunities to create efficiencies and effective new processes/systems and tools/products Can develop a test scenario and lead systems testing, following organisational procedures and protocols and analyse the results
  • Information management: Level 5 (SFIA) Ensures implementation of information and records management policies and standard practice. Communicates the benefits and value of information, both internal and external, that can be mined from business systems and elsewhere. Reviews new change proposals and provides specialist advice on information and records management. Assesses and manages information-related risks. Contributes to the development of policy, standards and procedures for compliance with relevant legislation.
  • Integrate data: Level 2 (DCF) Can perform data integration using standard tools and can implement quality controls Knows where to obtain expert advice on data integration as needed Is able to understand and amend existing code (programming language) to integrate data Can assess datasets’ suitability for linkage and extract appropriately prepared datasets
  • Measurement: Level 4 (SFIA) Identifies and prioritises appropriate measures, scales, and targets. Supports projects, functions or teams in the development of measurement methods. Specifies base and derived measures which support agreed information needs. Specifies how to collect and store the data for each required measure. Provides guidance on collection of data. Designs reports and reporting formats.
  • Quality assurance: Level 4 (SFIA) Plans, organises and conducts assessment activity and determines whether appropriate quality control has been applied. Conducts formal assessments or reviews for given domain areas, suppliers, or parts of the supply chain. Collates, collects and examines records, analyses the evidence and drafts all or part of formal compliance reports. Determines the risks associated with findings and non-compliance and proposes corrective actions. Provides advice and guidance in the use of organisational standards.
  • Storage management: Level 4 (SFIA) Prepares and maintains operational procedures for storage management. Monitors capacity, performance, availability and other operational metrics. Takes appropriate action to ensure corrective and proactive maintenance of storage and backup systems to protect and secure business information. Creates reports and proposals for improvement. Contributes to the planning and implementation of new installations and scheduled maintenance and changes of existing systems.
  • Value organisational data as assets: Level 2 (DCF) Has extensive knowledge of the organisation’s data assets, including a comprehensive understanding of how their fitness for purpose translates to value for the organisation Promotes opportunities for using data to support decision making, advice and research Considers the broader environment and context when drawing or interpreting insights from data. Uses these insights to make informed, evidence-based decisions and recommendations, and act accordingly
