Test Analysts determine and then carry out testing activities to validate the design and
behaviour of systems and services.
Test Analysts ensure that their test effort is effectively executed and that allocated activities are
completed in a structured, consistent manner in accordance with agreed test guidelines.
Test Analysts use their in-depth knowledge to provide technical advice and development to less experienced testers.
Test Analysts work under the general direction and support of senior staff. They exercise a degree of independent judgement and make decisions within defined parameters that require reliance on skills and knowledge. They plan their own work and contribute to teamwork goals in the context of competing priorities, and changes in workplace practices and business improvement strategies.
May include some or all of the following:
- Execute assigned test cases at various stages of testing on appropriate testing platforms
- Develop test plans, test cases, task cards, and supporting test data and/or requirements, under own direction from the specifications provided
- Analyse and report on test activities and results, and escalate issues and risks to senior staff
- Contribute to team improvement initiatives and projects, including team tools, process changes, and test automation.
- Identify, manage and document defects, programming errors and operational characteristics that are inconsistent with stated requirements and design specifications
- Conduct testing to ensure the ICT service functions as per requirements
- Create test data within external software vendor environment
- Accurately record time and effort for test cases
- Allocate work to team members, using judgement to match issue complexity and staff capability
- Provide assistance and training to less experienced testers
- Support team to follow business processes and align to overall delivery outcomes
- Maintain up-to-date knowledge of ICT related legislation, policy and processes and transfer knowledge to other team members
- Collaborate with internal and external stakeholders to ensure effective and timely implementation of projects
- Provide advice and assistance to external software vendors in regard to testing and development of software
- Assist with cost analysis activities as required
- Exercise appropriate delegations in accordance with legislation and guidelines.
Criteria
The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters.
Essential criteria

1.Testing: Level 4 (SFIA)
Selects appropriate testing approach, including manual and automated testing. Develops and executes test plans and test cases. Implements scalable and reliable automated tests and frameworks. Collaborates across parties involved in product, systems or service design and development to enable comprehensive test coverage. Identifies improvements in requirements, design or specification processes to increase the effectiveness and efficiency of testing. Analyses and reports on test activities, results, issues and risks, including the work of others.
Desirable criteria

1.Quality assurance: Level 3 (SFIA)
Contributes to the collection of evidence and the conduct of formal audits or reviews of activities. Examines records for evidence that appropriate testing and other quality control activities have taken place. Determines compliance with organisational directives, standards and procedures and identifies non-compliances, non-conformances and abnormal occurrences.
Additional requirements
1.A security clearance will be required for the role. Does the candidate have the required Clearances, or the ability to obtain and maintain?
2.To identify potential conflicts of interest, is the candidate a director/owner/account manager/partner of a Seller registered on BuyICT? If so, provide the Position Title, Seller Name and Seller ABN.
3.Provide details (e.g. manager, branch) of candidate’s previous worked history either as a contractor or employee for the Buyer including its former agencies such as the Department of Human Services.
4.Seller has obtained the Candidate’s consent to be exclusively represented by the Seller for this RFQ. (Note: The Buyer does not want the same candidate submitted by multiple Sellers).
5.Provide 2 referee details for candidate (name and contact details) who can confirm the candidate’s skills/knowledge to fulfill this role. Referees can be a previous manager (within the last 4 years).
6.The Seller acknowledges the Quote Validity Period for this RFQ is 12 months from RFQ Closing date. The Seller agrees that its Quote will remain valid for the Quote Validity Period.
7.The Seller acknowledges that being identified as a Preferred/suitable Seller does not guarantee that the Buyer will procure Services from the Seller during the Quote Validity period.
8.The Seller acknowledges that being identified as a Preferred/suitable Seller does not prevent the Buyer from obtaining similar services from other Sellers during the Quote Validity Period.
9.The Seller acknowledges that being identified as a Preferred/suitable Seller does not indicate that a contract may be formed between the Buyer and Seller during the Quote Validity Period.
10.The Seller acknowledges that if candidate is willing to travel for this role, they must be willing to work at the RFQ location for the duration of the contract.
11.Seller acknowledges Buyer’s amendment to Part C1 clause13.6.2 – if a seller seeks a Rate Increase, the seller may only apply within 30 days after receiving buyer’s notice to extend the contract.
12.Seller acknowledges Buyer’s amendment to Part C1 item 13.6.5 – applications made by the seller under clause 13.6.2, the seller’s price will be adjusted from specified date in the Contract Variation.
